הוועדה הפרלמנטרית לחקיקת “חוק הרוטציה” סיימה לפנות בוקר (שישי) את הדיונים על כל סעיפי החוק, שמהווה תיקון ל”חוק יסוד: הממשלה”. ביום ראשון הקרוב תועבר הצעת החוק לאישור הוועדה ולאחר מכן תובא לאישור מליאת הכנסת.
הדיון שהחל אתמול בשעות הצהריים הסתיים בשעה 4 לפנות בוקר במהלכו השמיעו חברי כנסת מכל הסיעות את עמדותיהם בנוגע לסעיפי החוק ועל העקרונות המנחים בחקיקתם. בדיון השתתפו גם נציגי התנועה למשילות ולדמוקרטיה והמכון הישראלי לדמוקרטיה.
הדיון התנהל ברובו בצורה עניינית ועסק בעיקר במהות הצעות החוק, אך מעת לעת נרשמו גם סערות – בעיקר כשחברי כנסת מהאופוזיציה מתחו ביקורת על היועץ המשפטי של הוועדה עו”ד גור בליי.
ח”כ מיקי לוי מ”יש עתיד-תל”מ”, האשים את היועמ”ש בליי בהטיה לטובת יוזמי הצעת החוק. “מי הפעיל אותך?”, שאל ח”כ לוי את עו”ד בליי. “האם לחצו עליך חברי הליכוד? האם הם ישבו איתך כשניסחת את חוות הדעת?”.
עו”ד בליי, מצדו, הדף את ההתקפה עליו כשאמר: “אני מוחה על השאלה ועל כך שהיועמ”ש הופך להיות המוקד של הדיון. חוות הדעת הייתה יוזמה שלי. סברתי שבעקבות השינויים בקריאה הראשונה ושינויים שהכנסנו להצעת החוק ולקראת הקריאה השנייה והשלישית, ראוי שאוציא חוות דעת נוספת. בוודאי שלא ישבו איתי או השפיעו עליי אנשים חיצוניים. ישבו איתי רק אנשי הצוות שלי”.
ח”כ שלמה קרעי מהליכוד תקף את ח”כ לוי על דבריו, ושאל: “ככה אתה פוגע בשומרי הסף?”. ח”כ לוי השיב לו: “תאמין לי שאני יודע על מה אני מדבר”.
במסגרת ההתדיינות ציין עו”ד בליי כי “אני מופתע שזה הקו החדש עכשיו – לתקוף את שומריי הסף. להאשים באופן אישי, מי ישב עם מי וכדומה – זה לא ראוי. אני לא קובע את נוסח הצעת החוק. כשמציעי הצעת החוק רוצים להכניס משהו או שהוועדה רוצה בכך – מכניסים תוספות או שינויים. אני גם לא קובע את הרציונל שעליו מבוססת הצעת חוק. המתקפה הזו לא ראויה בעיניי והיא לא תרתיע אותי”.
יו”ר הוועדה, ח”כ איתן גינזבורג מכחול לבן הביע תרעומת קשה על הטלת הדופי בייעוץ המשפטי ועל המתקפה האישית נגד עו”ד בליי. הוא פנה לח”כ לוי ואמר: “אתה יכול לא להסכים איתו אבל תכבד אותו”.

גם יו”ר ישראל ביתנו ח”כ אביגדור ליברמן יצא בחריפות נגד הצעת החוק: “אין דבר כזה בעולם שממנים שני ראשי ממשלה ביחד. המדינה היחידה שעשתה את זה זו דרום סודאן, שם זה נגמר במלחמת אזרחים. המצב הזה נקרא שעטנז. יש חוסר אמון משווע בין שני האישים, הרי למה צריך השבעה בו זמנית של שני ראשי הממשלה ולמה נדרש רוב של 75? כי האחד לא מאמין לשני ואז יש מנגנוני ביטחון האחד על גבי השני. השעטנז הזה לא יעבוד בסופו של דבר”.
ח”כ אופיר כץ מהליכוד פנה לליברמן והגיב על דבריו: “אתה הבאת למצב הזה שאין הכרעה בפועל ונאלצים ללכת לממשלת רוטציה – כשהובלת לפיזור הכנסת בפעם הראשונה. עכשיו נוח לבוא בטענות, אבל מה לעשות שאנחנו כבר אחרי שלוש מערכות בחירות ועם משבר עולמי שמסכן גם אותנו”.
יו”ר יש עתיד ח”כ יאיר לפיד הצטרף גם הוא לשורת המתנגדים: “כל החוק הזה מבוסס על שקר, ההסדר הזה נכתב עוד לפני שהתחיל משבר הקורונה. יש פה מצג שווא גם לכנסת וגם לבג”ץ. זה לא עקב התפשטות הקורונה אלא עקב הרצון לשבת בממשלה. מבוסס על אמירת לא אמת. פשוט רצו לשבת בממשלת נתניהו ורק חיפשו תירוץ”.

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with
screen-readers are able to read, comprehend, and enjoy the website’s functions. As soon as a user with a screen-reader enters your site, they immediately receive
a prompt to enter the Screen-Reader Profile so they can browse and operate your site effectively. Here’s how our website covers some of the most important screen-reader requirements,

Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website.
In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels;

Color adjustments – users can select various color contrast profiles such as light, dark, inverted, and monochrome. Additionally, users can swap color schemes of titles, texts, and backgrounds, with over 7 different coloring options.
Animations – epileptic users can stop all running animations with the click of a button. Animations controlled by the interface include videos, GIFs, and CSS flashing transitions.
Content highlighting – users can choose to emphasize important elements such as links and titles. They can also choose to highlight focused or hovered elements only.
Audio muting – users with hearing devices may experience headaches or other issues due to automatic audio playing. This option lets users mute the entire website instantly.
Cognitive disorders – we utilize a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
Additional functions – we provide users the option to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions.
Browser and assistive technology compatibility
We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible.
